FEAR----- A JUGULAR VEIN OF HUMAN CIVILISATION!
Fear is the soul of human civilization. Without fear amongst human beings, everything will be topsy turvy. It is the fear of God that people try to avoid wrong doing. It is fear of punishment that most people follow rules and regulations. Fear regulates human lives. 
You can see the chaos at the traffic lights, when there is no policeman around. In the Western countries, everyone follows laws because of the fear of being watched through CCTV or radars. When there is no fear instilled, there is chaos and disorder. What are laws of a nation for? They have been designed to instill fear amongst humans. If there was no fear of law, men will behave like social predators.
FEAR, WHETHER OF GOD OR GOVERNMENT OR ELDERS, IT LEADS TO ORGANISED LIVING OF HUMAN BEINGS. Fear has two kinds. It varies from Fear of UNKNOWN to Fear of VIOLATION. 
Fear at of UNKNOWN leads men and women to tread the beaten path or follow the laid down social norms and laws. Status quo is another dimension of it. Indian social philosophy guides our national conduct so much that we follow the principle of Status quo with our neighbours. Our social ingredient of self contentment emanated from this fear of Unknown. It is primarily smacking of the danger that lay ahead if one ventures into terra incognito . 
Human being tend to adopt an easy way out because of the existence of " Self Preservation" mechanism in every one. As an instinct everyone will avoid danger. This is fear of UNKNOWN. It has various sub categories, like the Fear of Death , fear of injury, or even fear of losing something precious something. 
Fear of VIOLATION, leads people to not to violate social, national , religious and regional laws, rules and regulation. It is primarily the fear of the punishment it accrues because of violation that occurs. You jump the red light at Traffic signal, the policeman would give you a ticket. You give the secrets of your organisation to the competitor, it would invite punishment. It is basically fear of RETRIBUTION for every violation. 
Fear generated by terrorist is the fear of Violation. If you do not subscribe to a terrorist wish, you will be punished by him. It is his lethal punishment which silences all opposition to his desired objectives. Silence of majority against an anarchist is the fear of violation. 
The he difference between the two kinds of fear is that you might know as to what would happen in the case of Fear of Unknown; while in case of Fear of Violation, you know the exact punishment that would be meted out to you. If you committed a cold blooded rape, you should know that Death might be your final sentence. If you have stolen something, you might go to jail for some months. In such cases, it is the degree of your violation while in case of FEAR OF UNKNOWN, the severity of punishment is not known. It could come as a sudden bomb shell.
