QCCM PACT BY CHINA, PAK, AFGHANISTAN AND TAJAKISTAN ---- AND INDIA

QCCM (Quadrilateral Cooperation and Coordination Mechanism on Counter Terrorism by China , Pakistan , Afghanistan and Tajakistan) --- A THREAT  TO INDIAN INTERESTS IN AFGHANISTAN 

While Indian political parties, both ruling and opposition, were  drum beating about merits of GST (Good and Services Tax) and the world was focussed on Rio Olympic Games; Pakistan and China have played  a master stroke in Afghanistan. On 03 August 2016, in Uramqui, a Chinese city of XinJiang  province, Army Chiefs of four nations met to sign a Quadrilateral Cooperation And Coordination treaty on Counter Terrorism.(QCCM). The four countries are: China, Pakistan, Afghanistan and Tajakistan. Whatever its openly pronounced objectives by China and Pakistan, it is a smart move by them to wean away Afghanistan from Indian influence  and thus marginalise India in Afghanistan. This is a back door method used by Pakistan. Of ourse, China is making all out efforts to Isolate India by such pacts. 

To understand the significance of this four nation pact, we got to have a look around Afghanistan and the regional geography. Afghanistan is hemmed in by Iran on the West; Turkmenistan, Uzbekistan and Tajikistan in the North; POK (Pakistan Occupied Kashmir) in the North East and Pakistan on the South and South East.  Roping in Tajikistan in this pact is to insulate Afghanistan from the North East and deny entry to other players from North East. India has no significant ties with Uzbekistan and Turkmenistan. Geography of Afghanistan is such that India has no direct access to it. To enter Afghanistan, India has to go through her neighbors in the West( Iran)  and her neighbors in the North. With Tajikistan, enticed into QCCM, only countries left are Uzbekistan and Turkmenistan.  Therefore, it is time for India to develop some good relations with these two former Soviet states. In fact,  Uzbeks are a targeted minority by Taliban in Afghanistan and Turkmenistan has solid interest in Uighur Muslim insurgency in the Xinjiang province of China. Xinjiang is also called Eastern Turkmenistan.

What is more significant is that mineral rich Baluchistan adjoins Afghanistan in the South East and this is where much talked about Gawador port is there, where China has taken control to develop an international har our. China has taken upon itself to spend $ 46 billion to develop an economic corridor of 3000 KMs , called CPEC (China Pakistan Economic Corridor).  It goes without saying that herein lay the strategic and economic interests of China. Further, 300 miles East of Gawador, lay the Chabahar port of Iran, whereby India has signed a deal with Iran and Afghanistan  to develop the port and the oil pipe line from Iran. QCCM agreement is to fracture this deal and keep India away. 

Surprisingly, while Afghanistan blames Pakistan for all terrorist activities in Afghanistan; it is not understood as to how Afghan National Army Chief, General Qadam Shamimi Shah got into a pact with Pakistan on Counter Terrorism? Does she think that Pakistan will stop Haqqani Network operations in Afghanistan? The purpose of this pact is to covertly wean away Afghanistan from India's influence and establish a Pakistan friendly government in Afghanistan. May be some kind of a military coup be orchestrated later!. 

This ought to be a serious concern to Indian defence planners, who must evaluate its impact on  India's national Interests. Primary aim of Pakistan is to bring Afghanistan under its wings and remove threat-in-being from Afghanistan, which can throw into doldrums its Kashmir action plan. It has been desperately trying for a re- entry into Afghan military space and it has made an attempt through QCCM. It would, thus, deny a strategic launch pad to India and curtail its military maneuverability. 

QCCM pact will throw Indo-Iran Chabahar port deal into jeopardy. This is the monster in this deal for India. In the long run, if India gets out of Chabahar, the oil flow to India would be restricted with serious military and strategic implications for India. May be, this speaks of an urgency for India to start thinking about a stronger navy, capable of safeguarding its interests in the Arabian Sea.  However, not only media but even our politicians and soldiers do not realise as to how seriously it affects India's national interests. This is also a threat to Ashgar Ghani Presidency in Afghanistan. At some stage, Afghan National Army will be infiltrated and rest can be anticipated in terms of attempt for military coup to install a favourable regime.  
 
These are such desperate measures by Pakistan to marginalize India in Afghanistan. Ilhan Niaz, a noted Pakistani scholar and a professor of History at Quaid-i-Azam University, made it clear for everyone to know that Pakistan can not afford to have a hostile Afghanistan. In his article in a Pakistani Daily, The Dawn, of December 13, 2009,  he wrote:
"---------For Pakistan there can be no exit strategy from the Afghan quagmire. The double policy to the extent it could be sustained meant that no matter who won in Afghanistan Pakistan could claim to have helped the winning side---"

The 'double policy' he talked  about was for USA/NATO on one side and 'Afghan Taliban' (Supported by Pakistan) on the other. Both are on the different ends of a fulcrum which Pakistan wants to be. It is akin to riding two boats. As long as it was a 'stunt' in the stormy waters of a river called Afghanistan, it was fine. But it could not last for ever. Once the "geostrategic 'current' became  a 'rapid', the "stuntman"  lost the balance. USA , today has its eyes focused on China. It no more sees Pakistan as a strategic partner. US focus is on South China Sea, where China is flexing its muscles. Thus orphaned Pakistan has fallen into the laps of China, who is exploiting her for own global objectives and interests. Pakistan can do anything which gives her control of Afghanistan, even at peril to her own interests- an emotional obsession of a nation gone crazy. 

General Kiyani, former Chief of Pakistan Army, had once categorically stated that in any future dispensation for Afghanistan, Pakistan does not want any role for India. Pakistan had then advocated a patch up between USA and 'Good Afghan Taliban" so as to allow USA/ NATO  to peacefully execute exit policy. But Pakistan played a double game hunting with the hound and running with the hare. Finally, USA priorities shifted to China, who was influencing Pakistan. USA understood  and realised the pitfall of ignoring this double game of Pakistan and it has now tilted towards India. USA has openly stated that it would continue its presence in Afghanistan till 2020. The primary reason is Chinese presence in Balichistan and Gwador. This provides India ample opportunities to dig deep in Afghanistan.

Why does Pakistan want India to be excluded. Answer is very simple. As stated earlier, Indian presence in Afghanistan denies the very STRATEGIC DEPTH Pakistan seeks in a pliable Afghanistan. It therefore curtails its advantage of 'nuclear blackmail' of India in a conventional war. Its Full Spectrum Deterrence (FSD) nuclear strategy to use smaller yield nuclear weapons against Conventional Indian force has an inherent flaw that it would invite a full scale Indian nuclear response. General's of Pakistan Army think they can seek sanctuaries in Afghanistan in such an eventuality. This is why pliable regime in Afghanistan is very crucial in their scheme of things. 

Further, the rugged and mountainous terrain of Afghanistan provides not only training grounds for the so called "STRATEGIC ASSETS" of Pakistan but they can be also kept outside the striking range of India both by air and ground operation. Pre-9/11, Pakistan had used Afghanistan for training Kashmiri militants. Unfortunately for Pakistan 9/11 turned tables on them. 

Besides, Indian presence in Afghanistan provides India an opportunity to play similar dirty games in Waziristan, Swat, FATA and Baluchistan as does Pakistan in Indian Kashmir, Punjab and North East. These are her basic fears because it would not be able to use her strategic asset effectively. The cries about RAW are getting loud in Pakistani Media while they think ISI activities are legitimate . Has anyone told them that TIT FOR TAT is the known principle between two enemies. Pakistan knows that it would  pay for its " Kashmir - Irrationality" if India digs into Afghanistan. Pakistani public too, does not realize that 2016 is not 1947; a lot of water has flown through Indus River since. Reality of 2016 does not dawn upon most Pakistanis. They continue to believe their selfish Generals. Prime Minister Narender Modi's reminder to Pakistan on 15 August 2016, from the ramparts of Red Fort is a warning which Pakistan must realize that WOM can be two way traffic, too. 

Where does China fit in?  It too does not want India anywhere near Afghanistan. The reasons are many. Pakistan portion of Balochistan is rich in oil and natural gas and also in mineral deposits such as Iron Ore,  Coal, Gold, Copper, Zinc. QCCM would keep India away it will provide access to China to this mineral wealth. Most commentators think that other than access to  warm water Gwadar port on the Arabian Sea, China is interested in the rich mineral deposits which it can exploit once it gets her foot in. This is why CPEC . 

CPEC agreement allows China to control the oil trade from Persian Gulf countries to rest of the world. Thus, it would become a great player in the region. Flow of oil and its regulation through Gawador port would affect many a world economies, particularly Asia and Africa.   Besides, It cuts down a distance of over 12000 Kms for its oil tankers through Indian Ocean and various choke points on the sea lanes. In return , China has offered only three power plants which run with outmoded coal technology. The development of Gwador port is for its own benefit. Pakistan will be spending a huge amount for the protection of this corridor. It is a win win situation for China. Any interference here by India through her presence in Afghanistan, would affect her future designs of world domination.

It must be noted that 10-15000troops of China are already in Gilgit Hunza area under this agreement. In real terms Pakistan is handing over sovereignty of Baluchistan to China. This is also a major resentment of the local people. Military presence of China in GILGIT- HUNZA region, threatens, Ladakh in a double Chinese pincer to slice of Ladakh. India has to thus tie down China in Baluchistan. 

It is these reasons stated above that QCCM agreement is taken care of by India and watch the developments in Afghan National Army. ISI of Pakistan and China will desperately try to throw off Ashraf Ghani Presidency. To conclude : India's presence in Afghanistan is a thorn in the flesh of Pakistan. It not only denies Pakistan her much desired "Strategic Depth" but also opens up an option for India to launch WOM (War by Other Means) into Pakistan''s tribal areas, as a tit for tat action for her Kashmir strategy. Besides, China and Pakistan are also worried about their CPEC ( China Pakistan Economic Corridor) programme which seeks $46 billion commitment  by China to spend for the  economic growth of a 3000 km Corridor running through Gilgit- Baltistan ( POK); Balochistan and Khyber Pakhtoonqkhwa (KPK)  to port of Gwador on the Persisn Gulf. Thus, control of Afghanistan is paramount in the scheme of this QCCM pact. A military coup by compromised Afghan National Army might be attempted in next  eight to twelve months. India be warned.

BALUCHISTAN INSURGENCY AND WHAT ELSE INDIANS DO ONT KNOW ?



BALUCHISTAN INSURGENCY & WHAT ELSE INDIANS DO NOT KNOW  ABOUT IT ?  . 

Baluchistan (old Kalat State) and Jammu & Kashmir are the two princely states of Pre-independence British India, who are victims of Pakistan's high handedness and "Islamic arrogance", based on Two Nation Theory, disproved and ridiculed by the separation of Bangla Desh from Pakistan. No doubts, Kashmir and Baluchistan, .in 1947, were the two Muslim Majority states and they continue to be so even today.. But unbridgeable cleavage exists in 1947 and 2016. Even then, though, they were not the automatic votaries of Pakistan, as today's Pakistani rulers continue to advocate and believe. The problem of Pakistan is its inability to  come out of this emotional abyss it has fallen into, even after 69 years of its existence. Its Pan - Islamic dream of the world has much to answer for its modern plight. It lost Bangla Desh in 1971 and now selling sovereignty of Baluchistan to China through much hyped CPEC (China Pakistan Economic Corridor).  To be very frank, CPEC is a "Strategic Condom" of China to enjoy Baluchistan's mineral richness without impregnating it. Pakistan has acted as a broker. 

To understand this, we ought to know that in 1947, there were two types of India.  One was British India, directly under the British government of Great Britain; other was India of 562 Princely States, governed by Indian Princes, under British Paramountcy Pacts, which enjoyed some autonomy. J&K and Kalat Khannate (Present day Pakistan's Baluchistan) were two such princely states governed by British Paramountcy pacts with the rulers. Indian Independence Act passed by British Parliament in June 1947, while divided British India into two dominions,  I.e India and Pakistan; it allowed 562 princely states two options:  one, either to join India or Pakistani; two, stay independent. Accordingly, if by 15 August, any of the princely states did not join either of the two dominions, it would stay as an independent country. 

Accordingly, Kalat State (Present day Baluchistan) and J&K did not join either of the two dominions and became independent. Thus, Kalat state, which had its own parliament of two houses, passed a resolution and declared independence on 11 August 1947. 

J&K refused to join any dominion but offered a still agreement to India and Pakistan. India refused to accept this, while Pakistan signed it. In spite of this Stand - Still Agreement with J&K, Pakistan attacked it ion 22 October 1947, disguising its army units, as tribal raiders. They were led by Maj General Akbar Khan of Pakistan army who masqueraded as Gen Tariq Ali.  Maharaja Hari Singh, then ruler of J&K asked for Indian military help, which was provided after Maharaja Hari Singh signed accession document, making J&K legal Part of India. 

However, Baluchistan ( Kalat State) had become independent on 11 August 1947 and remained so  till 08  April 1948, when military operation by Pakistan army forced the ruler of Kalat to sign the accession document, which the Khan of Kalat did under duress. Though it had acceded , but Pakistan had no political and military control over Baluchistan ever. It has been in continuous state of revolt since 1948. It does not accept Pakistani Nationality, as is evident from Al Zajira video in the end. Surprisingly, the accession to India by J&K is being questioned by Pakistan, while accession to Pakistan by Kalat State has not been questioned by India. It was biggest blunder of Indian government. Nehru, Indian Prime Minister, was probably too deeply guided by Gandhian Moralities and exploited by Lord Mountbatten. 

The same blunder was committed by then Indian Government  in NWFP (KPK---- Khyber Pakhtoonkhwa). In fact , an incident had taken place when Prime Minister JL Nehru  of Interim Indian Government, disallowed Congress voters of NWFP   ( people of KPK had elected a congress government in the province in June 1946) to vote in the referendum to say whether to  join  India or Pakistan.  His reasons for asking Congressmen not to participate  are unknown till date. But because of this decision there was a lot of resentment amongst nationalistic Palhtoons. An incident took place whereby Nehru was almost slapped by one Major Mehar  Dil Mehshud of South Wazirstan, for not allowing congress and Khudai Khidmatgar to vote.  He was saved by British Resident. Ever since 1948, there have been three uprisings in Balochistan in 1958; 1973-78 and 2005. The last one has been carrying on since the killing of Baloch leader Akbar Bugti by Pakistan Army under Pervez Mushareff. It has been 68 years of discontent and unacceptability of Pakistan's suzerainty in over Balochistan by the people. We must know certain other facts about Balochistan as highlighted in succeeding Paras. 

1. Baloch, as an ethnic community, is divided into three countries I.e. Pakistan, Afghanistan and Iran. 

2. In size, Iranian Baluchistan is largest with over 2.5 lakh sq Kms which includes two provinces of Iran i.e,  Sisten and Baluchistan. Population of this region is around 2.2 millions or 22 Lakhs. 

3. Pakistani Baluchistan is around 1.32 lakh sq KMs but has the largest population around 75-80 Lakhs. This portion has never accepted Pakistan's suzerainty since it was forcibly annexed in 1948. 

4. Afghan portion of Baluchistan includes districts of Kandhar and Nimruz. It's population is around 6 Lakhs. 

5. Besides them, a sizeable Baloch population of around 5 Lakhs is in OMAN. 

6. It would be interesting to note that Gwadar Port of Southern Baluchistan of Pakistan was part of SULTANATE of OMAN till 1958. It was purchased by Pakistan. 

7. Pakistan portion of Balochistan is rich in oil and natural gas and also in mineral deposits such as Iron Ore, Gold, Copper, Zinc. 10. Insurgency and Freedom movement in Baluchistan has been simmering since 1958  and it has reached a point of NO RETURN for Pakistan. Some observers feel that it was a deliberate ploy by Pakistan Army to hand  it over to China as it did in the case of 5180 Sq KMs of AKSAI CHIN of POK in 1963. What it can not control it disposed off, while keeps the general public emotionally charged about Kashmir. 

11. History of Baloch dates back to pre- Indus Civilisation. Mehargarh has traces of human habitation dating back to 6-7000 BC. Most commentators think the word Baloch is a derivation from Meluluha or Sanskrit root Malechha. The local folk lore says they had come from Lazuli in Syria. It would be interesting to note that Indus Valley civilisation was spread right upto Syria. The traces of Barhui language has resemblance to Priti- Dravidian Tamil language. Anyway , let us revert to present times.

QUETTA KILLING : PAKISTAN ON THE BOIL

Quetta Terrorist attack on 08 August 2016, has brought to the fore the ongoing war between Nawaz Sharief and General Raheel Sharief. The primary reason is the kickback dividends arising out of CPEC ( China PAkistan Economic Corridor). According to this agreement, China has committed to spend $46 billion to develop this 3000 kms long corridor, stretching from Kashghar in Xinjiang province of Western China through GILGIT - HUNJA of POK to Gwador sea port on the Arabian Sea in Balochistan. But most critics think it was only transfer of outdated technologies and techniques by China. Some say that China was going to take control of Balochistan, which is very rich in Oil & Natural gas along with rich mineral deposits such as Gold, Iron Ore, copper, etc. Whatever, control of CPEC has become a bone of contention between Civil Govt and Pakistan Army. This is also being resented by people of Balochistan and as such Quetta Blast. Army believes this is the reason for terrorist attack.

We must know that Balochistan has been fighting for independence since 08 April 1948, when it was forcibly merged with Pakistan. The Khan of Kalat (Present province of Balochistan) was forced to sign the Accession document on 08 April 1948, though both the houses of Kalat Parliament had declared independence in 11 August 1947. How strange accession of Kashmir to India is not considered legal, while Accession of Kalat is! Government of India, should bring it out. We must note that Balochistan was independent for Eight months before it was annexed by Pakistan. Freedom movement since then has been going on.

If one listens to Pakistani commentators on Quetta blasts, some of them are blaming it as Failure of Army. Some are pointing fingers at Nawaj Sharief Government. It is also claimed it might have been engineered to divert attention from Panama Papers, where Nawaj Sharief's relatives are blamed for money laundering. However, there is a view point that General Raheel Sharief , COAS of Pakistan Army, does not like Prime Minister Nawaj Sharief's closeness to Narender Modi, Prime Minister of India. He wants Panama Papers leak investigations. He has to retire in Nivember 2016, which Nawaj Sharief does not want him to do so. It seems, some days back there were posters in 13 cities of Pakistan, urging General Sharief not to retire. Most political commentators think it to be an army job. There is, thus, an internal fight, which might have led to this Quetta blast. The way Kashmir issue has been blown up by Nawaj Sharief, he might be wanting army to get involved with Indian army .

But most of the Pakistani vernacular press are towing the line of Pakistan Army to day that Quetta incident was the job of Indian RAW. Such an proof less prejudging points towards a more sinister game being played by the Army. It is very interesting that without any investigations, they have conveniently blamed RAW. Chief Minister of Balochistan blamed RAW within an hour of the incident and Army is also blaming RAW. So what is going on?

While blaming RAW for blasts in Quetta , Pakistanis are forgetting as to what they were doing in Indian Kashmir. PM of Pakistan declared a Kashmiri terrorist as a Martyr and ordered observing of Black Day in Pakistan on July 19,2016. He now goes on to become the voice of OPPRESSED PEOPLE OF KASHMIR. Then, let India and Narender Modi become the voice of the oppressed people of Balochistan. Let Akbar Bugti, killed by General Mushareff in 2007, be declared as Martyr. Obviously, it is tit for that. India might not do it but this is expected as a return gift.

Pakistan's military planners and Politicians do not realise that having spent more than 3 trillion dollars on Kashmir since 1947, India can not afford to lose Kashmir. They do not understand if Kashmir was India's weak spot then, Sindh, Balochistan and KPK are Pakistan's vulnerabilities. If Pakistan wants to support Kashmiri movement then why should it cry if India does for Sindh and Balochistan.

Unfortunately, Pakistan's General's are only interested in perpetuating their hold over Pakistan. They can not see beyond their noses. They sell Pakistan to foreign bidders. First it was USA and now it is China , who use it as a STRATEGIC CONDOM.

Logic demands that 2016 can not be 1947. A lot of water has flown in the Indus since 1947. Pakistan and its General's must realise the ground realities. They must stop this swan song on Kashmir and get down to developing its country.

In any case, they must understand that Globalised world is heading for a border less concept where, city states would emerge as the intra dependent economical nodes. Over the next 50 -70 years concept of the nation state would be dead. They can continue to make their life miserable for something which will never be theirs,

Post "knowledge and Information Age", mankind is pushing into Cosmic era, where today's "continent hopping" would be replaced by "Galaxy hopping". Religious and geographical boundaries would have NO meaning then. It is time to make your people capable of hitching on to Cosmic Era band wagon rather than fighting for dead concepts of 19th Century.

To think of fighting a nuclear war and taking away Kashmir is the most idiotic thought. If and when Nuclear war takes place, survivors would envy the dead. Perhaps, General's of Pakistan and the media commentators of Pakistan have not educated the people on the catastrophe of a nuclear war. One 12 KT Bomb had killed 70,000 people and 2 Lakhs became living dead. The Little Boy ( Hiroshima) and the Fat Man ( Naga Saki) seemToys today. The lethality of modern bombs is much more. So let us talk sense and face reality.

Finally, my own interpretation is that internal conflict of Pakistan might turn into an Indo- Pak skirmish. India should be ready for it. Pakistan Army has been able to fool the general public on Quetta Blast. A normal man in Pakistan should think, why should not India do same to Pakistan what she does to India? Always crying for Bangla Desh would not take Pakistan anywhere. It was a geographical accident of 1947, which got corrected in 1971. India and others were mere actors. No body can destroy Pakistan, unless it wants to be. Hope good senses prevail.

TELL ME O' SOLDIERS!-----

While unheard, uncared, unsung dies a soldier on a foreign soil,
The dishonest and corrupt enjoy the fruits of his sweat and toil;
Tell me O' Soldiers! Do you think that you die for nation's cause?
Even though corocodile tears would be shed at your family's loss?

A soldier falls to bullets of insurgents in the jungles of North East,
Hardly anyone cares as if he was some kind of a sacrificial beast!
Tell me o' soldiers! How do you think you protect the constitution?
While the leaders you lay your life for, weaken its very foundations!

A soldier is killed on the snow capped mountains of Siachen glacier,
Grateful nation's duty ends when a citation is placed in his dossier;
Tell me O'soldiers! What is the value of the medal in dead man's life?
Civilians care not though your kin might get a false sense of pride!

A soldier is tasked to carry out search and destroy mission in Kashmir;
Human rights acivists concoct story of rape and shed corocodile tears;
Tell me O' soldiers! Are you from "Heavens" without any human vices?
Why do they expect Zero-Error conduct from you even in national crisis?

When the floods come or the earth quake hits, they ask for soldier's aid;
Even when a child falls in a pit, soldiers mustered like household maids;
Tell me O' soldiers! Do you know what bureaucrats about soldiers say?
They caustically remark that only fools and idiots join armed forces today.

Other day, indian airforce plane went missing with twenty nine soldiers,
It hardly pricked conscience of our media, who just shrugged shoulders;
Tell me 0' Soldiers! Do you still think you fight for the integrity of nation?
While media hails a terrorist as "hero" and a court questions elimination.

Confused by false promises the veterans get divided into various factions,
To some of them, even pursuit of personal agenda becomes an attraction;
Tell me O' soldiers! Does 'one rank-one pension' has no meaning for you?
Dare they not forget "Rajee" : one day they would join veterans ranks, too?

Contrast it with what India did when General Pervez Mushareff came for Agra Summit in July 2001? Do I have to tell you about his chants on freedom fighters of Kashmir to the world through the Indian TV channels?

Again, Pakistan's Ambassador, Ahmed Wasit in India, is not only allowed to hold press conferences, meet Kashmiri Separatists but also openly pass such remarks as "Let us celebrate Eid", when CRPF Jawans were killed in Pampore in July 2016. What a make- believe world, we Indians live in!

Pakistani artists, singers, comedians and film personalities come to India at will and make tons of money. This money goes back to Pakistan to be routed for financing the Terrorist outfits, seeking India's destruction. Wow! India is financing her own destruction. It matters a little to Bollywood honchos. Likes of Mahesh Bhatt, Karan Johar, SRK think movies will unleash peace in the region! There could be nothing idiotic a theme than this. An Indian Movie, DISHUM is banned in Pakistan. What an act of reciprocity! Who is fooling whom? Ask me for an answer. It is India fooling India.

In this scenario, what an AMAN KI ASHA (Hope for Peace), Indian peaceniks have ! Does Pakistan want it? Forget about Pakistan Public; it has no say, nay, not even Pakistan's Government. It is Military who decides foreign policy with India. Pakistani Military ought to have a hearty laugh on such an idiocy of India. Why don't we realise that peace between Indian and Pakistan is a death- Knell for Pak Military domination. Why would it allow its own decimation? I can understand the temptations of Track -2 Diplomats for seven stars jaunts at government expenses on both sides! But general public does not have to accept this as a reality.

Time and again India falls into PEACE TALK TRAP of Pakistan. Much was expected of Narender Modi's Government. Even he is falling prey to temptations of a Noble Peace Prize! Like a true Gujju business man , his focus is on economy and business. Security of India is NOT his concern---- no matter how many soldiers lose their lives. He has left this job to his NSA--- Ajit Doval. He might be good in intelligence games but not a master of Soldier's job.

Modili's dream of making India an economic super power before making India a military power is fraught with danger. He must know road to economic growth is through the barrel of a gun. Examples of USA and China are right in front of us. Contrary to this is the example of mighty Soviet Union, which fell apart while chasing economic dream of Gorbachev.

China defied the whole world while its economy was in tatters but it flexed its military muscles and today it is second largest economy. Britain was once a mighty empire but it fell to military muscle of USA who rules the world by its military power and not because of economic clout. It owes THREE TRILLION DOLLARS debit to China, Other than arms , it manufactures nothing.

China is making all out efforts to lay a siege of India creating hostile neighbours. Nepal has now a Prime Minister with China leaning. Sri Lanka has China building its Hambantota naval port. Bangla DESH is being swarmed by ISI agents, masquerading as ISIS cadres. What more Afghanistan is being weaned away by making a member of QCCM--- Quadrilateral Cooperation and Coordination Mechanism on Counter Terrorism. China, Afghanistan, Pakistan and Tajakistan signed this treaty on 03 August 2016 in the Chinese city of Urumqui.

If Afghanistan moves away, your Chabahar deal with Iran is in doldrums. It will keep India engaged with Pakistan. We have to break out of this Chakraviyuh which China is throwing around India with the help of Pakistan. Make your military muscle count. Break off all relations with Pakistan and China. Let there be a total holiday on relationship with China and Pakistan. The Remember, what a wise man once said: RAIN FOLLOWS THE DARK CLOUDS. Peace does not come by avoiding military conflicts. It comes by facing them boldly and squarely.

UNLIMITED POWERS OF BUREAUCRACY, MEDIA AND JUDICIARY --- THREAT TO NATIONAL SECURITY

UNLIMITED. POWERS UNDERMINING NATIONAL SECURITY : OF BUREAUCRACY, MEDIA & EVEN JUDICIARY.

Nation and lawmakers have to decide, whether they want to keep India as one nation or see it breaking up like Soviet Union. Deliberately or otherwise certain forces are at work which are leading India towards disintegration. Indian Bureaucracy, blinded by self interests ; Indian Judiciary, inebriated by Legal overdose and Indian Media intoxicated by unbound craving for freedom of expression they are all working together to undermine National Security. In so doing, they may be unwittingly falling into the trap of foreign forces. It is no doubts that all three of them enjoy unlimited powers in their respected fields. And a serious effort is being made by all three of them to denigrate and demoralize armed forces, the only instrument of Indian state, which was holding it together. All three think National security is a child's play and they can handle it better from their air conditioned offices. Judiciary never sees anything beyond their legal minds. Their world starts and ends in the legal cocoon. And always armed forces are at the receiving end because of Jealousy of bureaucrats or lack of national security consciousness of judiciary or foreign funding of our media.

National integrity and security are not tradable commodities. However, in a recent interview to IBN KHABAR, Dr SD Pradhan, ex Deputy National Security Adviser during UPA government, has revealed as to how National security was compromised for petty political gains by then Home Minister , Sh P Chidamram. He has been earlier blamed by his ex Home Secretary and other officials for changing the initial affidavit in the case of ISHARAT JAHAN , where , it was being deduced that ISHARAT JAHAN was not a terrorist and her encounter as fake. Such acts of Chidambram allowed national security to be compromised and weakened India's case of Pakistan's complicity. This was certainly an act of treason. If it is true, it needs to be taken cognizance and the culprits given exemplary punishments. It is surprising as to why no court is taking a suo motto notice of such a serious offence.

It seems Indian judiciary has no concern for the security of the nation, otherwise perpetrators of such crimes should have been, by now, rotting behind the bars. No wonders, Indian legal and judicial system is not only blind but also mute. One was shocked to read a recent Supreme Court judgment, which asked detailed investigation on every case of encounter killing, even if the terrorist was a known hardcore killer/ murderer. What is the purpose of AFSPA Armed Forces Special Power Act? Genuine mistakes can take place when you employ soldiers in insurgency environs. Terrorists/ Militants/ separatist do not roam with head bands. If inquiries are to be held for each such case, then most of the soldiers would be only attending to inquiry. In fact, it's impact would be seen when soldiers would shirk engaging with separatists and like police force, army too would become ineffective. What is shocking is that neither army nor the government has challenged this order of the Supreme Court. Certainly, this is overstepping of the judiciary into a domain, they know nothing.

Politicians come and go but bureaucracy stays permanent and rules this country. If the need be, it misleads the politicians, like it is currently doing in the case of Home Minister and Finance Minister--- the two most powerful minister in the present government. Some one referred to bureaucracy as a predator . Well! It is very much true. Look at the way they have treated the armed forces in the 7th Pay Commission. Soldiers have been brought down to a pedestrian level. The cries and noise of soldiers go unheard and uncared. One rank one pension ( OROP) case has brought out the fact that even strongest politician like Narender Modi can not over rule bureaucracy. He had made a tall claim in his Rewari Rally in September 2013 but in 2014 he said that it was a very complex issue. Bureaucracy had Finance Minister on their side. And what veterans got after over 200 days of agitation at Jantar Mantar , Delhi was a dwarfed OROP in September 2015. The stamp of bureaucracy was clearly visible. While soldiers had been agitating for this for 40 years, bureaucracy and Para military forces got it without a hitch. There is a general feeling amongst soldiers that all political parties use them as condoms. If this feeling gets strengthened, what would be the impact on national security? Well! Disintegration of the nation is , then, not far.

Unfortunately current Union Government has been unknowingly adding to it by following certain policies which are accelerating the process of disintegration by alienating and demoralising armed forces , the only institute of the nation which was holding it together. And it is this alienation which has caused frustration and demoralisation of the army. Narender Modi's drive for modernisation of armed forces would go waste because men, who have to operated them , have no heart in it. All his efforts are on economy, make in India are on foreign visits. Some one has to tell him that all his efforts have NO meaning of armed forces, the cementing power of national unity, break down. I wonder if his military advisors like Gen VK SUNGH and col Raj Vardhan Rathore have told him that it was NOT the weapons but men behind the weapons who win military conflicts.

IMedia is a self made overlord and is not answerable to anyone in the country. It can demolish reputations at will. Politicians dare not touch them--- they can gang up and get after the ministers or anyone who questions them. Indian media has played a key role in not only undermining soldiers morale but also in breaking the cohesion of the armed forces. Media, in the name of freedom of expression, creates hypes about terrorists. They magnify soldiers unintentional errors of judgment. Recent unrest in Kashmir is a case in point. Some of the reputed journalists called a terrorist as a martyr and equated him with Bhagat Singh. These statements of these journalists add fuel to the fire. And when questioned , they talk of freedom of expression enshrined in the Indian constitution. They forget that Freedom of expression ends where national security begins. They have no right to dabble into matters of national security.

National security is above every thing. Expenditure on defence is a national insurance premium, which the nation has to pay to ensure its security. If nation needs security, it has to accept restrictions on unbridled freedom and liberty. There is a dire need to enact a National Security Act to ensure the integrity and unity of India. In fact, this act must define National Security so as to bring in its gamut all such acts, physical, perceivable and demonstrable, which endanger and threaten unity and integrity of India. Problem of security can not be discussed as law and order. What is happening in Maoists infested areas , North East and J&K is not Law and order problem but a more serious nature of a military conflict. Militants,terrorists and insurgents are the " Irregular Soldiers" of our regional adversaries. They are well trained in the use of sophisticated arms and tactics. Police forces are unfit to combat them.

There is a need to draw a line between Law and Order issues and National Security. A lot of water has flown in the Ganges when Armed Forces Special Power Act was brought into force in 1958. It was done to use army in aid to civil authority and cover it up for genuine mistakes. But insurgency, today, is no more law and order problem. It is an extension of war by other means ( WOM) and it needs trained soldier to handle it. There is a need to replace AFSPA-1958 with ANSWER 2016 (Act for National Security with Emergency Regulations) . It must provide adequate powers to soldiers to deal with all kinds of threats to national security. Mass agitations, communal riots, industrial strikes , insurgency, terrorism, armed movements like Maoists movements, Mafia activities, like cross border smuggling must come under the gamut of National security. ANSWER-2016 is the only way to revitalize national security by working out a National grid for counter terrorism/ counter violence/ counter agitations. In so doing, internal security and external security must be clubbed under the Ministry of Defence and Security. Home Ministry should deal with only Law and Order, which should cover crime and investigations where individuals are involved.

Who is enemy of India? It is not only our Western and Northern external neighbours, but also Maoists, Kashmiri Militants and NE insurgents. According to Indian constitution, any one who picks up arms against the nation is the enemy of India. It does not matter whether he is an Indian or outsider. It does not matter whether he was a "misguided youth" or a " Frustrated Man". Enemy has to be treated like an enemy. More so, when armed forces are asked to intervene in an internal situation, they can not be asked to follow "Gandhian philosophy" of non- violence. Soldiers are trained to shoot effectively to kill.

There is a lot of hue and cry on the killing of Burahan Wani, a known Kashmiri Terrorist, by Pakistan and some Kashmiris and even some Indian journalists, claiming to be liberalists. Pakistan Government has gone to the extent of declaring him as a Martyr and observed a black day in Pakistan on July 19, 2016. Pakistan should first look at its own track record in Balochistan and Sindh. Should India also declare Betulla Mehsood , late boss of TTP as a Baloch Martyr.

I am convinced that Burhan Wani's killing was orchestrated by Pakistan's terrorist outfits, supported by Pakistan Government of Nawaz Sharief. This is evident the way unrest was organised in the Kashmir valley. It did not happen at the time of the hanging of Afzal Guru or many other Kashmiri militants. Whole event was stage managed this time by Pakistan's Civil Government because of two reasons, i.e. One, to divert public attention from Panama Papers leak, where Pakistan PM Nawaz Shatief's daughter, Mariam and Son in law Capt Safdar, are exposed to be allegedly involved in laundering of crores of funds outside Pakistan. Two, ongoing tussle between PM Nawaz Sharief and General Raheel Sharief, COAS of Pakistan Army, who is expected to retire in November 2016. Allude to it volatile situation in Karachi and plans to rig elections in POK by PML (N), of Nawaz Sharief which it did. And one can make a note of the reports of an uprising against this rigging in Neelam Valley of POK.

What is amazing is that some Indian journalist have been equating Wani with Bhagat Singh? It is not only a matter of shame but it requires a serious debate on irresponsible acts of Indian Media and abuse of freedom of expression by journalists. I am of the opinion where national interests begin, freedom of expression ends. Those who cross such a " Laxman Rekha" should be tried for treason. They are no less than "Mir Jafirs" and " Lal Singh's" who collaborated with Britain to enslave India.

These fellows are basically questioning accession of J& K to India. These half read journalists do not even know what were the THREE CLAUSES of UN Resolution No 623 of 13 August 1948. They do not even know about the Indian Independence Act passed by British Parliament, which had allowed 562 Princely states to join either of Two dominions, I.e. India and Pakistan or Stay independent. Whatever his reasons Maharaja Hari Singh chose to accede to India. This means Kashmir is Part of India and any Kashmiri who picks up arms against India has to be treated as he should be by the constitution of India. Bhagat Singh had fought against British occupation---- india was conquered and enslaved and ruled from England------India had never acceded to British empire. How can Burhan WANI and Bhagat Singh be equated? Shame on such journalists!

It was British and Mountbatten manipulation that Matter went to UNO. And that too under a wrong Charter of UNO, which sought resolution of dispute and NOT eviction of Tribal and Pakistani aggressors from Kashmir. This was Nehru's Blunder under Edwina Mountbatten Influence. And even then UN resolution of 13 August 1948 had asked Pakistan to vacate Kashmir before a plebiscite was organized by India. Pakistan refused to vacate and till date does not do so. Where is the question of plebiscite and Kashmir's independence. It is a distorted and dead issue flogged by Pakistan and accepted by ill informed Indian Journalists.

While on this issue I would like to comment on this outdated AFSPA-1958. There is a lot of talk on removal of AFSPA from Kashmir. If it is to be removed before resolution of Kashmir dispute, it will be a bigger blunder than what Nehru did. In fact I am of the opinion that AFSPA 1958 be replaced by more comprehensive act ANSWER ( ACT FOR NATIONAL SECURITY WITH EMERGENCY REGULATIONS). It must be remembered that AFSPA was enacted when armed forces were mustered in aid of civil authority in Nagaland in 1958. A lot of water has flown in the Ganges since 1958. Insurgency and militancy environments are other FORMS of a WAR thrust on India by its external enemies. It is WOM ( War by other Means). It can not be tackled by giving Police powers to Army. It needs Emergency powers, once called in. This is the need of the hour.

In fact I would like it to define Internal Security, whereby even Communal riots, Mafia operations, such as smuggling and drug trafficking, mass agitations damaging national property, divisive organisations spreading hatred amongst citizens etc should be brought under its gamut. Law and order should only be limited to individual crimes, such as stealing, corruption, abduction, murder, abusing and so on. We can not continue to remain confused on WOM and law and order problem, which is the state responsibility. But the internal security or WOM has to be the Union Government job, fought by armed forces.

Further , we ought to club Internal and external security together under one Ministry. National Security can not be compartmentalised into external and internal. Rename MOD as Ministry of Defence and Security to coordinate better and utilise resources optimally. National security grid be established. This is the crying need because it is the WOM we would be fighting for Next 3-4 decades. It is an era of "Niche and Designer wars", aimed at exploiting vulnerabilities of one's adversary, as is being done by Pakistan in Kashmir and China in the North East. Both are also involved in Maoist insurgency. Sooner our political and Military leadership understands nuances of WOM, better for the nation.
