Who is enemy of India? It is not only our Western and Northern external neighbours, but also Maoists, Kashmiri Militants and NE insurgents. According to Indian constitution, any one who picks up arms against the nation is the enemy of India. It does not matter whether he is an Indian or outsider. It does not matter whether he was a "misguided youth" or a " Frustrated Man". Enemy has to be treated like an enemy. More so, when armed forces are asked to intervene in an internal situation, they can not be asked to follow "Gandhian philosophy" of non- violence. Soldiers are trained to shoot effectively to kill.

There is a lot of hue and cry on the killing of Burahan Wani, a known Kashmiri Terrorist, by Pakistan and some Kashmiris and even some Indian journalists, claiming to be liberalists. Pakistan Government has gone to the extent of declaring him as a Martyr and observed a black day in Pakistan on July 19, 2016. Pakistan should first look at its own track record in Balochistan and Sindh. Should India also declare Betulla Mehsood , late boss of TTP as a Baloch Martyr.

I am convinced that Burhan Wani's killing was orchestrated by Pakistan's terrorist outfits, supported by Pakistan Government of Nawaz Sharief. This is evident the way unrest was organised in the Kashmir valley. It did not happen at the time of the hanging of Afzal Guru or many other Kashmiri militants. Whole event was stage managed this time by Pakistan's Civil Government because of two reasons, i.e. One, to divert public attention from Panama Papers leak, where Pakistan PM Nawaz Shatief's daughter, Mariam and Son in law Capt Safdar, are exposed to be allegedly involved in laundering of crores of funds outside Pakistan. Two, ongoing tussle between PM Nawaz Sharief and General Raheel Sharief, COAS of Pakistan Army, who is expected to retire in November 2016. Allude to it volatile situation in Karachi and plans to rig elections in POK by PML (N), of Nawaz Sharief which it did. And one can make a note of the reports of an uprising against this rigging in Neelam Valley of POK.

What is amazing is that some Indian journalist have been equating Wani with Bhagat Singh? It is not only a matter of shame but it requires a serious debate on irresponsible acts of Indian Media and abuse of freedom of expression by journalists. I am of the opinion where national interests begin, freedom of expression ends. Those who cross such a " Laxman Rekha" should be tried for treason. They are no less than "Mir Jafirs" and " Lal Singh's" who collaborated with Britain to enslave India.

These fellows are basically questioning accession of J& K to India. These half read journalists do not even know what were the THREE CLAUSES of UN Resolution No 623 of 13 August 1948. They do not even know about the Indian Independence Act passed by British Parliament, which had allowed 562 Princely states to join either of Two dominions, I.e. India and Pakistan or Stay independent. Whatever his reasons Maharaja Hari Singh chose to accede to India. This means Kashmir is Part of India and any Kashmiri who picks up arms against India has to be treated as he should be by the constitution of India. Bhagat Singh had fought against British occupation---- india was conquered and enslaved and ruled from England------India had never acceded to British empire. How can Burhan WANI and Bhagat Singh be equated? Shame on such journalists!

It was British and Mountbatten manipulation that Matter went to UNO. And that too under a wrong Charter of UNO, which sought resolution of dispute and NOT eviction of Tribal and Pakistani aggressors from Kashmir. This was Nehru's Blunder under Edwina Mountbatten Influence. And even then UN resolution of 13 August 1948 had asked Pakistan to vacate Kashmir before a plebiscite was organized by India. Pakistan refused to vacate and till date does not do so. Where is the question of plebiscite and Kashmir's independence. It is a distorted and dead issue flogged by Pakistan and accepted by ill informed Indian Journalists.

While on this issue I would like to comment on this outdated AFSPA-1958. There is a lot of talk on removal of AFSPA from Kashmir. If it is to be removed before resolution of Kashmir dispute, it will be a bigger blunder than what Nehru did. In fact I am of the opinion that AFSPA 1958 be replaced by more comprehensive act ANSWER ( ACT FOR NATIONAL SECURITY WITH EMERGENCY REGULATIONS). It must be remembered that AFSPA was enacted when armed forces were mustered in aid of civil authority in Nagaland in 1958. A lot of water has flown in the Ganges since 1958. Insurgency and militancy environments are other FORMS of a WAR thrust on India by its external enemies. It is WOM ( War by other Means). It can not be tackled by giving Police powers to Army. It needs Emergency powers, once called in. This is the need of the hour.

In fact I would like it to define Internal Security, whereby even Communal riots, Mafia operations, such as smuggling and drug trafficking, mass agitations damaging national property, divisive organisations spreading hatred amongst citizens etc should be brought under its gamut. Law and order should only be limited to individual crimes, such as stealing, corruption, abduction, murder, abusing and so on. We can not continue to remain confused on WOM and law and order problem, which is the state responsibility. But the internal security or WOM has to be the Union Government job, fought by armed forces.

Further , we ought to club Internal and external security together under one Ministry. National Security can not be compartmentalised into external and internal. Rename MOD as Ministry of Defence and Security to coordinate better and utilise resources optimally. National security grid be established. This is the crying need because it is the WOM we would be fighting for Next 3-4 decades. It is an era of "Niche and Designer wars", aimed at exploiting vulnerabilities of one's adversary, as is being done by Pakistan in Kashmir and China in the North East. Both are also involved in Maoist insurgency. Sooner our political and Military leadership understands nuances of WOM, better for the nation.

PREPARE FOR THREE FRONT WAR: INDIA's SECURITY IMPERATIVE IN THE THIRD DECADE OF THE 21st CENTURY !

The security environments of India have undergone diabolic changes in the recent past. As India marches further into the 21st Century, it is becoming abundantly clear that threat to her integrity and sovereignty rises from three adversaries, i.e. internal foe in the form of raging insurgencies, inclusive of North East, J & K and Maoists/Naxalite militancy; external foes on the Western and Northern borders. The threat becomes more serious when we consider that all three have begun to seek coordination and mutual support against their common enemy, 'called India ’. It becomes imperative for India to develop ability to face all three adversaries simultaneously and concurrently. And this has to be developed as early as by 2016 as India would enter a major security minefield after 2016. Time is running out for Indian defense planners.
Recent Maoist killings in Bihar, Jharkhand and Chhattisgarh provide ample proof of seriousness of the threat arising out of internal foes. It is no doubts they are trained and equipped by India's Northern and Western adversaries. There is enough evidence available of Chinese and ISI connection. Therefore India has to take peace overtures from China and Pakistan with pinch of Salt. The events in Kashmir provide enough evidence of Pakistan's open and direct involvement. It sees its "JIHADIS" as "Strategic Assets" against India. Declaring a Kashmiri terrorist, Burhani Wani as a ' Martyr', shows evil designs of Pakistan.
Azhar Masood, is a Pakistani national, heading terrorist Organisation, Lashkar-E-Taiyba ( LeT) and Jamaat-Ud-Dawa. Another terror King of Pakistan Hafeez Sayeed, is also accused of a recent terrorist attack near the tomb of prophet Mohammed in the holy town of Medina in Saudi Arabia. He runs a NGO , called Falah-E-Insaniyat ( FIF) in Saudi Arabia, who recruits and radicalize Muslim Youths. 12 members of this organization have been arrested in Saudi Arabia for explosive blasts in Medina in July 2016. These terrorist organizations of Pakistan were created for terrorist operations in India, but they are involved now in international terrorism, too. Pakistan military lexicon recognizes them as " Strategic Assets".
India holds Azhar Masood and Hafeez Sayeed responsible for terrorist attack on Pathankot Airforce base on 02 January 2016. India also accuses them of Mumbai 26/11 in 2008. Despite all the evidences provided by India, they roam freely in Pakistan. Recently, India had approached UN Security Council to declare Azhar Masood a "Wanted International Terrorist" . But this was blocked by China in a secret ballot, using her Veto Power.
China’s aggressive posture towards India and her hectic activities of 'string of pearls' policy in the Indian ocean, rail-road construction in the Tibet Autonomous Region (TAR) along with positioning of its troops in the FCNA of Pakistan, some two years back, is a sure indicator of her future intentions about India. On April 15, 2013, some 50 PLA troops intruded into Indian territory, up to 19 KMs in Daulat Beg Oldi(DBO) Sector of Ladakh and established a tented camp. This was clear provocation and NO friendly act. Though matter was resolved amicably, but it was at a great cost to India, where she had to accept Chinese terms to dismantle Indian look-out post in Chumar.
If one adds to this macabre high-handedness of China, the unfolding schism of happenings in Kashmir by Pakistan and the poisonous fangs of Maoism/ Naxalite violence, now biting 240 districts of 20 Indian states, one finds a classic script for India’s planned disintegration by her internal and external foes. Yes, India is likely to be under siege by her internal and external foes, in the ensuing decade.
Read all this in conjunction with an article that appeared in the year 2009 in ‘Global Times’, an English language Chinese official internet news portal. The article had sought to break up India into 20-30 smaller states to remove India as an impediment to China ’s global ambitions. It suits the Pakistani military and her Generals, who see a united India, as a potential threat to their rule in Pakistan.
It also suits the sectarian interests of some self-styled guardians of India’s poor i.e. tribal, rural and urban, all included. Indian history is full of instances of traitors like‘Jai Chand, who joined hands with Mohammed Gori against Prithvi Raj Chohan; King Ambhi of Taxila, who sided with Alexander against King Porus and ‘Mir Jaffar’, who betrayed Nawab Sirajudaula and helped Lord Clive. In modern times, they masquerade as ‘Koteshwar Rao’, “Kishenji” and “Ganpati” or even as “Paresh Barua”, “Sayyed Gillani”, “Dawood Ibrahim” and “Wadhava Singh”. Defense and strategic planners in India cannot view these internal mascots of danger separately or in isolation the 'three-pronged' danger to national security, emanating in unison from inside and outside.
Centuries back, great Indian thinker-cum-administrator, ‘Chanakya’, had listed four dangers to national security. They were: one, emanating from outside and abetted from outside; two, emanating from inside and abetted from inside; three, emanating from outside and abetted from inside; lastly, emanating from inside and abetted from outside. He had also cautioned that a threat emanating from inside and abetted from outside was the most dangerous threat for the integrity of a state. Time has come for India to upgrade her security apparatus to be able to cope concurrently with this three way pincer.
In all assessments, the threat to Indian security from China is considered paramount. In an interview, to editor-in-chief, Mr. Raj Chengappa, of ‘The Tribune’, a North India daily from Chandigarh, published on October 17, 2010, General VK Singh, then, Chief of army staff of Indian Army, while talking of China, had rightly observed that notwithstanding the present peace on the Chinese borders, there was a need to be vigilant as the intentions can change when the capabilities grow. In other words, peace or no peace, Chinese threat cannot be discounted, particularly when you view it in terms of its latest activities around India.
China had been following a policy of encirclement of India both by sea and land. Its 'string of pearls' spreads from Gwador in Pakistan, through Hamanbantota in Sri Lanka to deep water port at Sittwe in Myanmar. It would control the sea lanes to India in the Indian Ocean. Besides, China had been busy in making foray into South Asian nations around India. India has Pakistan on her western borders, whose military sees India not only her enemy number one but also the only evil in the world. The Maoist Nepal, despite temporary setback, also looks to China as a friend, philosopher and a guide. China has also cultivated Bangla Desh and sees it as a major anti-India plank for seeding and supporting separatist movements in India’s North East states. It supported Sri Lanka with weapons and equipment, during its final war with LTTE in the year 2008-09. What is worse is that China has been supporting the military regime in Myanmar to go nuclear through covert assistance from North Korea. If it happens then, India would be fully flanked in the North, East and the West by nuclear states. It would be very dangerous situation for India.
Thus, China’s over all military strategy against India has been four pronged:-
(a) Contain and isolate India by making her
neighbors hostile and unfriendly.
(b) Outsource its low cost proxy war to
Pakistan and Maoists/Naxalites by:-
(i) Supporting and encouraging internal
Insurgencies brewing in India and thus
break-up India through implosion.
(ii) Using Pakistan to the maximum to
retard India’s military and economic growth.
(c) Dominate sea-lanes around India through a
‘String of Pearls’ policy.
(d) Befool Indian leadership and Indian
public through overt goodwill gestures in the interregnum period.
Military Generals of Pakistan have their own arithmetic on India. Their game is to survive as rulers of Pakistan at all costs. The only way they can do this is by creating a “monster of Hindu India” in the public mind of their country and thus hobnob with anyone who is unhappy with India and her policies, whether it was USA of 50s though 70s or China since 1962. In so doing, if they have to ignore basic Pakistani interests, so be it.
In any case, in Pakistan’s military perceptions, interests of the ‘Generals’ are the national interests of Pakistan. It is, therefore, in their interests to have a continued state of hostility between India and Pakistan. Any attempt to normalize relations must be scuttled with some irreconcilable incidents, like Kargil-99 episode; assault on Indian Parliament on December 13, 2001 or Mumbai 26/11.
Thus, Pakistan military follows five pronged strategy on India, as under:-
(a) Isolate India by enhancing US/ West helplessness over Afghanistan by controlling militant network engaging USA/NATO in Afghanistan.
(b) Act in conjunction with China to not only retard India’s economic and military growth but also be an important node of a combined threat in-being to India’s security.
(c) Continued animosity with India by harping about ‘unfinished agenda of 1947’ and seeking Kashmir.
(d) Weaken, attrite and balkanize India through her ‘War by Other Means’ (WOM) by using her so called ‘strategic asset’.
(e) Use nuclear black mail to check mate India from a 'measured military response' and use of ‘strategic depth’ in case of controlled nuclear exchange. Thus, Afghanistan remains her major worry, if it was hostile to her. This is the Achilles heel in their strategy.
Both China and Pakistan seek to dismember India by an internal explosion triggered by double pronged fuse from the East via China-supported- Maoist/Naxalite insurgency, along with other separatist movements in the North East states and from the West through Pakistan sponsored trouble in Punjab, J&K and entire North India. \
There is no real effort required to find links of Maoists and other terrorist outfits of India with India’s Western and Northern adversaries. In fact, while Pakistan treats ‘ultra-outfits’ as her ‘strategic asset’; China covertly supports them with weapons, training and a safe sanctuary for leadership. Presence of ULFA commander-in-chief, Mr. Paresh Barua, in China is not without reason. Certainly, he is not holidaying in China. Thus, prospect of a combined and coordinated threat from three elements, in the near-future, is very much on the cards.
What must India do to counter this combination of three pronged threat from within and without? The first thing is to recognize internal foe, aided and abetted from outside. As highlighted above, internal foe can be more damaging than the external enemies. In identifying her internal foe, it is no gainsaying the fact that India was utterly confused. Learned intellectuals and intelligentsia of India considerably add to this confusion by calling insurgents/militants/terrorists as ‘our misguided boys’. How can the killers, extortionists, kidnappers and butchers be termed as ‘our misguided boys’, when they plan and kill innocent people at will? This is the bane of all democratic forms of political systems.
The law of the land is very clear: anyone who has picked up arms against the state is the enemy of the state, whether he/she was a resident of India or otherwise. Thus, the ‘enemy’ has to be dealt with as ‘enemy’. There is nothing ‘misguided’ about these paid ‘stooges’ of China and Pakistan. They clearly know what they were doing. If there was confusion, it was in the minds of those who think they would listen to reason. Even if they want to listen to you, their masters across the northern and western borders won’t give them this flexibility. This option was long annulled when these so called ‘misguided boys’ fell into the lap of their ‘foreign’ patrons.
Let us remember one thing that military option was adopted once all other efforts fail to make the so called ‘misguided youth’ listen to reason. This failure graduates them from so called ‘misguided youth’ to ‘enemy’ of India. If the ‘logic of bullet for bullet’ has to be followed, then, there can be no half-cocked measures.
In order to do so, we ought to delink internal security from law and order problems. We cannot confuse the two, as it leads to dilution of the problem, India faces. Once we do it, we would realize that both need different kind of forces to deal with it. Law and order is essentially to be tackled by police force, trained in dealing with law-breakers of a civilized society, ranging from theft, murder, cheating, forgery, kidnapping, spying and other such like civil offences. Law and order is essentially a term to be used for ‘individualized crime’ and not for ‘organized crime’, in whatever form. I would, therefore, even exclude mass protests, resulting into rail/ road blockades in organized manner, from the realm of law and order.
Internal security requires a specialized force capable of conducting a military operation to fight well-trained ‘irregular soldiers’ of our external foes. Besides, militancy and insurgency, it would also encompass all acts of mass violence by organized crime mafia, such as communal riots, violent agitations, affecting national progress and development. Drug-trafficking, gun-running and organized extortion must also come under the purview of internal security.
Internal security, also, needs to be delinked from external security, from the execution point of view and not from overall defense planning and strategy. The forces dedicated for internal security not only be properly trained, organized and equipped but must also be placed under a unified command on all India basis. Internal security must have a national security grid and forces dedicated for each grid, depending upon the extent, nature and type of internal threat.
External security must have specialized forces separately, for the defense of mountainous and plain types of terrain, requiring minimum switching of forces from one theatre to another, except emergency. There is a need to raise dedicated area specific and specially trained, organized and equipped troops to effectively ward off any surprise. This is to ensure realistic and measured response to external military threats, individually or combined from China and Pakistan, with nuclear dimensions appropriately debated.
A comprehensive strategy to tackle all three dangers concurrently must be evolved to effectively ward off the dangers. We also need to have an appropriate mix of nuclear defense, both at tactical and strategic level, in our overall strategy of national defense. I see following six points, though nothing new about them but still worth considering:-
(a) Unified Command Under CDS (Chief of defense Staff) and Theatre commanders. Vitalize three wings of our armed forces and internal security forces in such a manner that they ought to fight under unified command on a synchronized battlefield with area specific needs, from mountains to desert to plains and riverine terrain. He should also act as National security adviser (NSA. It is time NSA is appointed who is well versed in matters military and not from the cadres of people who spent their lives, “suited- booted” in the foreign capitals. There is no need for a separate person to be appointed for this purpose.
(b) National Grid For Counter Insurgency. To deal with the menacing threat of internal threat, the nation ought to be organized into a grid of sectors and sub-sectors with dedicated force allocated to each sector/sub-sector. Overall command of the National security grid be under the CDS and respective theatre commanders.
(c) Space And Nuclear Defence Command.(SAND-CO). Functioning directly under PM, it should have, scientific adviser to PM, CDS cum NSA, Defence Minister, Home Minister and External affairs Minister along with head of NIA as members. The Vice President of India should be observer with this command. India must start nuclear defence of its major Cities in North, West and NW India. Chandigarh, Delhi, Jaipur, Jodhpurs, Lucknow, Allahabad, Kanpur, Mumbai and Pune must be on the nuclear radar of China and Pakistan.
(d) Integrated Intelligence Organization for External & Internal Threats. National Intelligence Agency (NIA) should command all agencies engaged in intelligence gathering and interpretation. All intelligence agencies, such as RAW, SB, SSB, IB and intelligence agencies of various states be place under the command of NIA for effective coordination and dissemination of intelligence.
(e) National Security Council (NSC). The national Security Council must be vitalized to include relevant central government ministries, such as Home, External Affairs, Defence, Finance, Commerce etc and Chief Ministers of various Border States. It should be headed by the President of India with Prime Minister as Vice Chairman. It should have external and internal security wings headed by Defence Minister and Home Minister respectively.
(f) Theatre Specific Organization of Armed Forces. To deal with external threat from North and West, defensive forces must be organized based on terrain specific requirements. The theatre specific forces must have limited offensive capabilities. Besides India needs to create double role offensive forces, who can switch rapidly from mountains to plains or deserts. These strike formations must have their adequate Air support and air defence components. Indian air force must develop a capability to carry out deep strikes in the North and West simultaneously. The role of strategic Missile Forces would be very important in any future conflict. Indian Navy must not only guard her coast line or the sea lanes in her economic zone but develop a capability to transfer a division sized force on the enemy coast line. It is high time it has an offensive arm as Marine Corps.
It is imperative for India to be prepared for the worst. And the worst is when internal and external foes join hands to balkanize her. The moral and material support to Maoists and J&K militants from China and Pakistan, respectively, give enough indications as to what India must expect from her external foes. India doesn’t have to not only develop ability to fight on three fronts simultaneously but also be mentally tuned to face such an eventuality. Half the job would be done, once India accepts this as a reality of the near-future. Sometimes preparing for war serves as a good deterrent to the adversaries. Preparing meticulously, with worst scenario in mind, often lays the foundation of victory. And ignoring the warning signals is to face military disgrace and humiliation of 1962 type!

International Terrorism & Pakistan!

INTERNATIONAL TERRORISM: HEY , WHAT IS GOING ON ?

12 Pakistanis were arrested in Saudi Arabia , the other day for terror attack near Holy tomb of Prophet Mohammed in Medina. They all belong to a NGO called FIF---- Falah-E-Insaniyat Foundation, a charity organisation , headed by a " STRATEGIC ASSET" of Pakistan called, Hafeez Sayeed, who is also the boss of Terrorist organisation in Pakistan, known as LeT, Laskar-E-Taiyaba. In the name of charity, they radicalise the youth and recruit them, for Terrorist activities world over. And Pakistan says , BURHAN WANI, a Kashmiri Terrorist killed the other day by Indian Security Forces., was a Martyr. Wow! A terrorist is a " Martyr"; a boss of FIF & LeT , Terrorist organisations, is a " STRATEGIC ASSET". Hullo! What is going on? Is the world hard of hearing and also blind? A catastrophe awaits the world if "Deaf & Blinds" continue to rule the world.

Other day a mad man , a Muslim of Tunisian origin but a French man, mowed down 84 persons in the French City of Nice. Is this an isolated incident? No sir! It is a SINGLE WOLF attack advocated by ISIS, who is supported by persons like Hafeez Sayeed of Pakistan. Will the world wake up to it and shut this terror factory in Pakistan?

The biggest problem is that the world leaders do not think in straight lines. The oft- repeated statements, such as Islam was a religion of peace or terrorists have no religion, define their blindness and deafness. Till the other day, USA was turning blind eyes to Pakistan's terror factories. It was fooled on the location of Osama Bin Laden, who was kept hidden in Abbottabad for 10 years. Pak sponsored Taliban killed American soldiers in Afghanistan but USA remained blind deliberately. And now China says, Hafeez Sayeed is not an international terrorist. China blocked Indian move in UN Security Council to have Hafeez declared as international Terrorist. Even Saudi Arabia incident does not seem to convince China because it can not see beyond its flattened nose.

Short term gains override long term benefits of both countries. And both the nation's are the so called super powers of the 21st Century world today. Their blindness and deafness is encouraging the flag bearers of international terrorism. No doubts that likes of Hafeez Sayeed rose when USA was encouraging their rise in Pakistan and today, China is sheltering them for its selfish reasons.

And when one talks about International Terrorism, one can not forget the mother of Terrorism---- ISI of Pakistan. Well! ISI stands for Inter Services Intelligence. It created Taliban to fight Russian in Afghanistan---- and it used Taliban to fight USA in Afghanistan. The general public of Pakistan might not realise this but ISI , in her bid to create strategic Depth, is allowing Taliban to destroy Pakistan. The likes of Hafeez Sayeed are the hidden arm of Taliban--- you never know when it would backstabbing Pakistan.

"Hey Listen!! How many times will you tell me this? I have heard this nth times", my mind snapped quickly to me when I read that Amir Khan, after Terrorist strikes in Bangla Desh, had quipped that Terrorists have no religion. Newspapers headline it; TV channels blare about it; Celebrities blabber this and politicians, undoubtedly, the world over keep singing this chart buster. My ears are blasting with this noise and my eyes are blinding over reading this time and again.

We must know that tell-tale marks of modern terrorism do not say this. There are definite signatures of religion on each incident of terrorism. Let us not cheat ourselves. It is time to recognize that religious hatred was the mother of modern terrorism. When Sikhs were butchered in 1984, all over India, it was religious hated and certainly organized terrorism. In fact killing of Indra Gandhi, Indian Prime Minister itself was basically by men motivated by religious zeal.

When Bhindrawale goons in the Punjab of 1980s, massacred Hindus, it was undoubtedly religious terrorism. They did not even spare Children and women. Hindus were pulled out of buses and killed, though , it later engulfed Sikhs too. How do you say that displacement of Kashmiri Pundits is not the act of Islamic terrorism? Such self blinding statements only encourage terrorists. Listen friends! Let us not fool ourselves but acknowledge that religion was writ large on the vast canvas of terrorism. Once we recognize this, then only a solution would be found.

What happened in Bangladesh in the first week of July 2016 is a testimony of religious terrorism. No doubts, modern Islam is responsible for most acts of terrorism , the world over, but it is not alone. All other religions are its partners in this crime. It is religious one-upmanship and invoking of a feeling of superiority amongst the followers that religious terrorism takes birth. It is futile to chant : Terrorists has no religion. They certainly do have where people like Zakir Naik, Hafeez Sayyed , Azhar Masood roam the streets freely.

Mumbai riots in 1991-92, were the results of Religious hatred. Gujarat riots in 2002, though as a reaction to Godhra Train incident, were certainly caused by religious hatred and focused against one community. Similar thing had happened during Anti- Sikh riots in 1984. Paris bombing was as bad as Oslo shooting , some years back.

"Islamophobia" in Europe might be an over reaction but it is recognition of "Islamic Terrorism", whether it was late Osama Bil Laden 's Al - Quaida or Abu- bakr- Baghdadi's ISIS. But one fact emerges out of my study of terrorism over the last 35 years. Internal and external politics is the cause of religious terrorism. Rise and fall of JS Bhindrawale ; Rise and fall of Osama Bin Laden and even the rise of Abu Bakr Baghdadi has politics behind all such creations. Politics of Congress in Punjab in the 1970s created Bhindrawale to check Akali Dal but it backfired on it. Pakistan , during Benazir Bhutto regime in the 1990s, created Taliban and it is devouring Pakistan today. In spite of such lessons of the past, Congress leaders like Dig Vijay Singh are reportedly courting religious preachers like Zakir Naik's , who inspired some Bangla Deshi youths for Terrorist acts in July 2016.

What is the answer to religious terrorism? How can it be countered? The answer is simple and straight, religion must become a private affair, it must not enjoy state- patronization anywhere in the world. Islam- predominant countries, some 57 of them , have to march into the 21st Century and delink this baggage of the seventh Century. They have to shed the "Absolutism philosophy" of Islam. In short , religion and statecraft have to be separated. In fact, they have to understand that religion does not unite but divides them. Iran- Iraq war of ten years; Iraqi invasion of Kuwait in 1991; Saudi Arabia versus Iran incessant rivalry and also separation of Bangla Desh from Pakistan in 1971 speak of this historical observations. Two world wars of 20th Century, mostly by Christian nations, highlights the fact that religion can never unite people. Instead, it can only unleash havoc on people, if pursued rigorously.

Pampore (Srinagar- Kashmir) terrorist attack on 25 June 2016, allegedly by LeT (Laskar-E-Taiyaba) operatives, is a reflection of a Pakistan's Military Establishment's gleeful self - admiration of the effectiveness of its " Full Spectrum Deterrence" (FSD) strategy. No wonder, then, Pakistan's Ambassador to India, Abdul Wasit, was reported to have dismissed an India journalist, who had asked him on his reaction on Pampore attack, by saying that it was time to have " Iftaar Party" than discuss Politics. Even Pathankot Air base attack on January 02, 2016 was a demonstration trial of its "Full Spectrum Deterrence" or FSD strategy. After Pampore attack, Indian Home Minister, Sh. Raj Nath Singh was reported to have reacted by saying that India would make sure not to fire the first bullet, but even if one bullet was fired from Pakistan's side, India shouldn't even think about keeping a count on the bullets it would fire. Pakistan dismisses such threats as empty words because it thinks it has checkmated India from reacting violently because of FSD. 

So, what is FSD or " Full Spectrum Deterrence"? To understand this, we got to understand certain naked facts. It is a known fact that India and Pakistan are two Nuclear weapon states with mutual animosity and hostility stretching over the last 69 years. Any nuclear exchange/ conflagration between them  will lead to unacceptable damage on both sides. It is called MAD- Mutual Assured Destruction. But the probability of a nuclear conflict can not be ruled out.  So, what is the probability of such an exchange? 

A US Congress Research Service (CRS) report has recently observed that chances of a nuclear conflict are more likely now because of aggressive and offensive attitude of Pakistan towards India. The manifestation of this aggression is evident through employment of her so- called " strategic Assets" or Non State Actors, likes of whom went on rampage in Pampore , the other day. CRS report observes such acts ,might wear out India's patience and it might trigger a military conflict ending in a Nuclear exchange in South Asia. 

Pakistan's confidence arises from an alleged fact that it might have more nuclear Devices than India.  Stockholm International Peace Research Institute (SIPRI), in its recent report has estimated that Pakistan might have 120-130 nuclear devices or even more against Indian possession of 110-120. It goes on to say that over a period of time, Pakistan might have 240 nuclear weapons or even more and thus become the third largest nuclear weapon state. It has estimated that against India's 600 Kg of weapon grade plutonium, Pakistan is in possession of 3.1 metric tons of HEU (Highly Enriched Uranium), which will allow her to produce more weapons. However, there is a rider that India's Plutonium is qualitatively much better as weapon grade material than HEU. 

In the context of above statistics, two points need to be understood. First point is the optimum minimum quantity needed to unleash a horrific, crippling and unacceptable damage (HCUD) on your adversary. So, it does not matter , if you have 100 more devices or just minimum quantity to achieve HCUD. Therefore quality of devices is more important than the quantity. Second point is the quality of delivery system and second strike capability. In this, India is much ahead of Pakistan. Her space sojourn and joining of MTCR (Missile Technology Control Regime) would further boost its delivery system and quality of its response. Induction of Nuclear submarines into Indian Navy would further enhance its second strike capability. 

It is an agreed belief, both in Pakistan and India, that availability of nuclear weapons on both sides deter a full scale war of the kind of Bangla Desh. Pakistan had long realized that it can not win a conventional war against India because of India's conventional military superiority. In fact, recently, Hina Rabani Khar, Pakistan's ex Foreign Minister during Pakistan People's Party Regime, in an interview to News Channel TV18, had remarked that Pakistan can not win a war over Kashmir. It is because of this realization that Pakistan's ex Military ruler, late General Zia Ul Hague, had contrived upon a strategy to unleash "War by Other Means" (WOM) on India to not only avenge 1971 war humiliation but also wean away Jammu & Kashmir from India. General Zia, though died in a plane crash in August 1988, but Pakistan has been vigorously pursuing this strategy, not only in Jammu & Kashmir but all over India. 

In short, by latching on to WOM, Pakistan has created a low cost military option between "Absolute Conventional war" and a "Nuclear War". To do so, it has been using her so called "Strategic Assets" or "Irregular Soldiers", trained in militancy and terrorist acts. It has been 26 years when Pakistan had first engaged India in this undeclared war. "Azadi Movement" in J&K and "Khalistan" movement in Punjab in the 90s decade of last century were its manifestations. Though both movements stand defeated today but her support to terrorist activities carry on unabated. 

In a response to Pakistan's WOM, India, some years back, had worked out a strategy referred to as "Cold Start Doctrine" or CSD . Though no one has exact details of CSD but it was assumed by Pakistan that it was aimed as a calibrated Indian military response to Pakistan's WOM of the kind and the scale of Mumbai 26/11. In Pakistani military perceptions, three strike corps of Indian army would quickly undertake a punitive action against Pakistan's " Strategic Assets" without allowing time for Pakistan to respond. CSD, seeks its Battle groups to jump off from Cantonments; bounce the borders and attain its tactical objectives. Thus while Pakistan created an option of WOM, between two extremes I.e. Absolute Conventional war and Nuclear Conflict, so also, India has created her 'course of action, for a military conflict between two extremes. 

War strategies are often " action and reaction" responses of adversaries. I wonder if Newton had this in mind when he evolved his third law of motion! The idea of CSD to Indian planners came from the aborted "Operation Parakaram", launched in December 2001, after Pakistan backed terrorists had struck Indian Parliament on 13 December 2001. It was an attack on the sanctity sanctorum of Indian Democracy. It is alleged that on January 07, 2002, leading elements of a strike Corps of India had jumped off the border in the deserts of Rajasthan, when President Bill Clinton advised Prime Minister AB Vajpayee to pull back to avoid a nuclear conflict.  Indian Prime Minister , at that precise moment was attending the SAARC summit in Kathmandu, Nepal. In a surprise move, on the morning of 07 January 2002, Indian troops were already 10-15 KMs inside Pakistan, when US  military satellites picked them up. It is a known fact that Pakistan was caught off guard by the rapidity of the advance and retreat by leading Indian troops.  But this move by India might have seeded the concept of CSD, though the operation Parakaram remained a " War without War" for a year and a half. Accordingly, India shifted the focus of its cantonments for strike elements closer to border so as to allow them to bounce the border; deliver a shocker punch to the enemy and quickly disengage. 

The concept of CSD was, perhaps, finalized in 2013 and this became a bug bear for Pakistan military. It sought to respond to this effectively.  Pakistan's strategists thus, came up with a counter strategy of FSD. The underlying principle of FSD is the use of small yield nuclear weapons to checkmate the surprise attack by Indian forces. It is admitted by Pakistan that it can not cope with the Conventional military strength of India. Her answer to Indian conventional superiority is the " First Use " of nuclear weapons. And this principle it has extended to FSD. The objective is to deny India the option of undertaking a quick punitive action against the launch pads of her "Strategic Assets". Pakistan thus feels that a deterrence has been fully achieved in all spectrums of conflict. 

FSD is no doubts a flawed strategy. How does India responds to this strategy? Although, India's pronounced nuclear strategy is "NO FIRST USE" , yet once the nuclear threshold is crossed, why won't India respond with its full might to this first use of nuclear devices by Pakistan. India's nuclear response won't be graduated or yield by yield. The statement by Raj Nath Singh, Indian Home Minister after Pampore incident on 25 June 2016 is relevant. So is also the relevance of a probability of nuclear exchange given by CRS report  to US congress. 

It seems Pathankot Air base attack on January 02,2016 and Pampore incident are probing attacks to see as to how India reacts. This is where Pakistan military is miscalculating, because the day India reacts, it would be fully prepared for a nuclear conflagration. In January 2002, India had decided to call off the nuclear bluff of Pakistan. It was ready to allow Pakistan its first move from nuclear arsenal and then strike with its full might. It is pertinent to note that fearing a nuclear exchange, USA and West had, then, issued advisory to their citizens to move out of South Asia. Today, such a possibility exists more. It is subject to when India loses her patience and says, "Enough is Enough". 

FSD is a provocative invitation for a full scale nuclear conflict. India will choose its time and place to to try out its CSD.  And when it does, it will tease Pakistan to try its FSD and if it does, there is nothing holding India from using its full nuclear might. Ironically, Pakistan no more enjoys the advantage of "Strategic Depth" in Afghanistan, which it had badly sought when it had decided to launch WOM on India. By installing Taliban in Afghanistan in the 90s, Pakistan had thought it had acquired geographical depth and immunity against Indian nuclear strike and it became aggressive. In seeking for "Strategic depth", Generals of Pakistan do not worry about the people of Pakistan but safeguarding themselves against a nuclear catastrophe. Since the collapse of Taliban in Afghanistan, Generals have lost this nuclear shield, yet they mistakenly believe that limited yield nuclear strike might deter India. The likelihood or unlikelihood of a nuclear exchange in South are however subject to two conditions. They are : either fast wearing out of Indian patience or reigning in of Pakistan military by Pakistan's Political leadership. Both seem possible.

What is this fuss about joining NSG? ANSWER IS : IT IS MUCH ADO ABPUT NOTHING. What do we require nuclear material fiel for? Our desperation shows that it was " Life and Death" or " Do or Die" issue for India. Is it really so? We are unnecessarily making it a prestige issue and going around the world with a begging bowl. We could as much do without the membership of this 48 nation group. I fail to see the reason of so much hype given to a non issue because the group was created primarily to stall India from becoming a nuclear weapon state. Here are some facts which we are ignoring. 

India exploded a nuclear bomb (in the project called “Smiling Buddha”) at Pokhran, Rajasthan, on 18 May 1974, during Prime Minister Indira Gandhi’s time, which took the Western powers by surprise. The five Nuclear Weapons States (NWS) namely the USA, the USSR, the UK, France and China, became upset and jittery with India’s audacity and wanted to limit nuclear sales and supplies. Therefore, they created the NSG in 1975. So, India was responsible for the creation of the NSG by its action, and we are crying hoarse now because of our non-admission to NSG! 

As for Nuclear NPT (Non Proliferation Treaty ) is concerned it was signed in 1970 and has 191 members. But most of them are irrelevant because they do not have the wherewithal of technology to produce nuclear weapons. Only USA, UK, France, Russia and China are the acknowledged nuclear states. South Africa, Israel and some 5-6 others are known to possess nuclear devices. India did not sign the NPT as it found it discriminatory. If it would have signed it, then, India would not have carried out nuclear tests in 1974 and 1998. Not signing the NPT has been the assigned reason which China and others cited to deny India membership of the NSG.. 

Let us see the reasons which nudges India for gaining NSG membership. I see three primary reasons: one, Supply for its 21 Nuclear reactors to produce electricity; Two, nuclear grade weapon material to produce more Nuclear weapons; Three, to join an elite club and be recognised as a world power. 

The last reason is a emotional point. But where is the hurry? This is an idea in the womb of future, whose time will come. India can not be denied for long its rightful place in global power balance. Therefore, India's global rise  is NOT subject to membership of the NSG, which really does not affect India's NUCLEAR WEAPON STATE ( NWS) status. Economically India is on the March. Technologically it is Leap frogging others. Geographically it is a seventh largest state with fourth largest army in the world. It got to be patient. 

According to SIPRI ( Stockholm International Peace Research Institute) report India has approximately 110-120 nuclear weapons, besides having 600 Kg of weapon grade Plutonium. It is adequate to deter one's enemies. It is immaterial whether you destroy your enemy once or ten times. What matters is the delivery and lethality of the weapon system. Both against Pakistan and China India possesses Second strike capability.  Therefore it is not the quantity of nuclear weapons but quality which matters. 

Technologically , India is much ahead of Pakistan in delivery and lethality of the nukes, even if Pakistan has more nukes. SIPRI says Pakistan has some 130 or so, and it has the potential to produce some 240 nuclear devices. Some even say that in few years Pakistan might be the THIRD LARGEST NUCLEAR WEAPON STATE.  But does it matter ? Pakistan lacks an effective second strike capability. So, nuclear pile is an emotional dump. 

What is more interesting for Indian Strategic planners is nuclear strategy of Pakistan. It seeks to checkmate India's rapid conventional strike  by its FULL SPECTRUM DETERRENCE ( FSD) strategy. This strategy  is more obsessed with Conventional superiority of India than its nuclear might. FSD is primarily a response to India's COLD START DOCTRINE ( CSD). It seeks to use small yield nuclear devices against India's likely punitive action against a terrorist attack through CSD. In other words Pakistan wants to deny India an option against is retaliatory conventional operation against its NON STATE ACTORS. First use of nuclear weapons , in whatever yield, by Pakistan runs the risk of full scale strike by India, thus wiping it off world's map. FSD is a flawed strategy. 

Where is the need for more fuel for nuclear reactors when according to 2008 amendment to NSG charter, India has a special privilege which allows it an improved sustained supply of nuclear fuel. In any case India's energy needs are not solely wedded to Nuclear energy. At current rate it is just 3% of our power generation. India is yet to fully tap its other sources of energy such as Thermal power, Solar power and Wind energy. Hydro Generation has not been fully explored. 

India is a tropical nation and bestowed with hot climate in most parts of the country throughout the year. And in spite of that we are clamoring for membership of NSG. Instead why not India emulate Chile and harness the potential of Solar Energy. In fact Chile produces so much solar energy that its giving electricity for free. Thanks to Chile’s major investments in renewables, the Latin American country is seeing an incredible solar boom. Santiago’s Metro System to Become World’s First to Be Powered Largely by Solar and Wind.

So why are we giving so much importance to Nuclear generation of power. India has to tap its other sources of renewable energy , which is available in plenty. Besides, with the historic significance of Gas pipeline deal with Iran, the energy needs are going to be much eased. Therefore according to me, the craze for nuclear fuel is undesirable. Let us not make ourselves slaves of a need which can be alternatively met very easily.
