RECIPE FOR GOVERNING INDIA : GO SLOW Mr. MODI !



You shall be the Prime Minister, if the exit polls survey is true. How are you going to govern this heterogenous country , with social, religious, regional, lingual and political fault lines clearly stratified? These five ghettos of mental confines ought to be smashed before you think of doing anything. What is the recipe?

My take is GO SLOW initially, Mr. Narender Modi. Study very clearly the handicaps and compulsions of governing India. Socially and politically, India is a complex mess of hypocrites. Understand this very clearly. Those who praise you on your face would abuse you at your back. Remember the principle : WHEN EVERYONE PRAISES YOU, THERE OUGHT TO BE SOMETHING DRASTICALLY WRONG IN WHAT YOU ARE DOING. Instantly , stop in your tracks and review your decisions. Dissent and difference are the sharpening tools of administrative and governing skills. Encourage dissent but curb arrogance.

You must understand, Gujarat is not India but it is part of complex mess of India. You can not apply templates of Gujarat model of administration across the board. India needs a more liberal and broader framework of governance. In so doing, BUREAUCRACY HAS TO BE MADE MORE RESPONSIBLE AND ACCOUNTABLE. Presently, bureaucracy is enjoying powers without any responsibility. If a politician, security forces and policemen are held responsible for security lapses or in controlling of criminal acts in their respective areas, why not SDMs, DCs or HOME SECRETARIES of State and Central governments? Power without responsibility and accountability is the mother of corruption. This is what has been happening in India. Sonia Gandhi was holding power , while MMS was held accountable. Thus, scams and scandals became the order of the day. Same is applicable to Indian bureaucracy. Their heads must first roll when lapses take place.

Your priorities should be three folds : National Security; balanced economic growth and redefining Secularism. There should be NO compromise with these three priorities. While national security includes both external and internal threeats, we must know that danger to Indian security is more from Internal enemy, who is playing in the hands of our Northern and Western adversaries. ISI of Pakistan has launched a WOM ( War By Other Means) on India. This WOM is outsourced to Pakistan by China, who wants to break up India through MAOISTS MOVEMENT.

Balance economic growth should aim at bridging the islands of underdevelopment. While economic reforms must be processed relentlessly, yet the plight of underprivileged and poor must not be ignored. Rising prices and industrial stagnation has slowed the growth of India. Also, liberalization of economy , since 1991, has made rich super rich , while poor have have marginally improved their plight. Economic reforms must keep this segment of the society in mind. Poverty alleviation will come through job creation and NOT reservation.

Redefining of secularism would demand get all communities released from the religious grip of their clerics. Education and equal opportunities must be provided to the needy. Policy of reservation needs to ensure that those who have availed the facility once are excluded from further utilization. This must be extended on economic lines and not by caste, creed and religion.

Major minority community of India has basic fears about the name MODI. Therefore there would be an urgent need to carry them with you. Extra efforts have to be made. Task is difficult but deeds and actions would speak louder than mere speeches. They must get a feeling of equality with others. While the educated ones amongst them do understand, it is the illiterate and uneducated who fall prey to false propaganda of vested interests.

Penultimately, nation has pinned a lot of hopes on you. Move carefully ahead. You cannot afford to fail. You all have talked too much on vote bank politics practised by others. Now is your chance to demolish this infrastructure.

Finally, do not spare the culprits, who have looted this country. Bring back all the money from foreign countries. All the scams and scandals of the last 10 years must be expeditiously investigated and culprits booked. There should be no vindictive action, though. Time to rebuild new values and institutions , suiting 21st century India.
