SILENCE IS ALSO A WEAPON--- A LETHAL ONE !

Silence is not only gold but a lethal weapon, too. Most often, it is assumed that those who display the lung power excessively, win the argument in a debate or discussion. In fact, it is not correct. Noise only confuses and pollutes environs, beside being confirmation of an intellectual void in the person making noise. Truly speaking, brevity with softness of the voice go to make the winning argument in a serious debate. I would rather say that a point conveyed with humility and politeness is not only a winner but the soul of intellectual debate.
Noise makers are often very poor performers, shrift of any real talent, other than their lung power. In fact, a Hindi maxim fully describes them I.e. Jo garjate haiN , woh barsate nahiN (जो गरजते हैं वह बरसते नहीं), literally translated as, "Thundering clouds seldom rain". But its English equivalent is: Barking Dogs seldom bite. Only the weak make noise, a strong person does his job and moves on.
Noise is also a tactics to dilly dally action. The case in point is Indian Parliament when MPs get into well of the house and make noise, though they have no solid argument to oppose a bill or ongoing discussion but only emotional opposition. This is also referred to as "Filibustering Tactics", which basically amounts to make long and winding arguments, unrelated to the issue to delay it.
There is another way of making a noise to evade an issue. It is to keep harping about it without any concrete action. Sir Humphrey Applebye, a famous British Diplomat and author of " Yes Minister" laid down the 'Law of Inverse Relevance' to describe the attitude of such people. The Law of Inverse Relevance, states, " Less one intends to do about a thing , more one has to keep talking about it". Most governments follow this rule. They would announce big and catchy projects for their people and keep talking about it without any concrete action.
Those who really want to do something, they do it silently without making any noise. Announcements in the electronic media are not needed to do some thing. Take the case of Kailash Satyarthi , Noble Peace Prize winner of 2014. Hardly anyone in India knew him and his work till he was endowed with Noble Peace Prize. He is a Children rights activist and worked silently for a cause which endeared him. It is asserted that he has protected the rights of more than 83000 children since 1980 in 144 countries through his organization, "Bachpan Bachao Andolan" . This is how real achievers function. They do not drumbeat their intentions. Just do it.
Take the case of any scandal or scam or high profile crime. A lot of noise is made, both by electronic and print media. Everyone shouts around but, in realty, nothing happens. The story is same whether it was Bihar's 'Fodder Scam' or 'Bofors issue' or even 'Sunanda Pushkar Death'. The truth gets lost in a web of conflicting statements by the key stake holders and some times helping hand extended by law enforcing agencies. No scam and scandal in India, have been ever truthfully concluded, whether it was "Jeep Scandal of 1954" or " Coalgate of 2014". Before every, state or Parliament elections, politicians make lot of promises and rake up such issues but dump them in a freezer after the elections.
The catchy promises are only to garner votes and fool the common man. Surprisingly, they succeed because common man In India easily succumbs to such falsities. No wonder, foreigners with handful of soldiers have been conquering and enslaving India. Rana Sangha of Mewar fell to the guiles of Babar in 1526 and supported him against Lodhi, as Jai Chand Rathore before him in 1192 was lured by Sahabbudin Mohammed Ghauri to fight against Prithvi Raj Chohan and later JAI Chand himself became Ghauri's victim in 1194. And why do we forget Battle of Plassey in 1757, when Nawab Siarajudaula of Bengal was betrayed by Mir Jaffar? How tragic has been the history of India?
Ready made excuses are given such as : Law is taking its course or there are some technical glitches. I wonder why did not they see such things when they announced fast track actions to do the needful before the elections? Take the case of Black money in foreign banks! Tall claims were made by a main stream party but it now avoids the issue. Another one talked of reducing electricity bills and free water supply before elections. As soon as it came to power, realized the gravity of doing it. The easiest way its leader found was to quit after 49 days. It only goes to show that noise -makers are untrustworthy. Common man has to learn to distrust them.
A very simple case is of India's internal security and defence. Every central government makes tall promises but it ends there. Terrorist acts occur with regular periodicity along the length and breadth of the country. Indian Governments, since 1993, have been making announcements for bringing to justice notorious under world Don, Dawood Ibrahim, master mind of Mumbai 1993 blasts. He safely sits in KARACHI, Pakistan, making mockery of Indian security system. In fact , he still controls Mumbai underworld.
Why drumbeat your chests if you have not been able to scratch him even over the last 20 years. Another example is external security of India. While China has encircled India with her STRING OF PEARLS, India continues to boast of its status as regional and potential World Power. Her neighbors, like SriLanka, Nepal, Bangla Desh and Pakistan are hostile to her. Pakistan, openly supports terrorists movement in Kashmir. It treats "Jihadis" as "Strategic Assets" against India and uses them at will in Kashmir and elsewhere at will. Has India been able to do anything over the last 11-12 years, other than making noise or begging Pakistan to handover Zaki ur Rehman Lakhvi or Hafiz Sayeed.
India needed to be proactive without making any noise. It was heartening to listen to a point made by Natender Modi in his interview to Arnab Goswami, last year, when he stated that matters of security, tactics and strategy were not to be discussed in electronic media or announced on the public platform. They are to be quietly pursued, without alarming the enemy and the intended target. There is a solid merit in this and one hopes he is doing so. Pakistan must be made to realise that noise making on Kashmir or internationalizing it won't get them Kashmir. Instead , she must worry for her back yard. Same goes for China, too. It must get the message that it can not have her ways in the Sri Lankan waters.India does not have to announce it to the world. Just do it, silently. It is a more lethal weapon as it catches the opponent, off guard.
